14 Contractors Disciplined By Contractors Board
The Nevada State Contractors Board (NSCB) conducted two disciplinary hearings in the month of June, June 2 in Reno and June 22 in Henderson against 16 licensed contractors. The details of the causes of action against each licensee are listed below, including the Board’s ruling of each case.
John Theodore Sullivan, dba American Sun & Solar, license number 67222 (Residential & Small Commercial), based out of Sparks, NV, was found in violation of Nevada Revised Statute 624 for aiding or abetting an unlicensed person, combining or conspiring with an unlicensed person to perform an unauthorized act, allowing a license to be used by an unlicensed person, and acting as an agent, partner or associate of an unlicensed person; unlawful use of a license; misrepresentation of a material fact; substandard workmanship; failure to comply with the terms of a construction contract thereby causing material injury to another; and failure to establish financial responsibility. The licensee was fined $15,500 and ordered to pay investigative costs. The license was revoked.Sterling Builders, LLC., license numbers 56761A and 72711 (Residential & Small Commercial and Painting & Decorating), based out of Reno, NV, was found in violation of Nevada Revised Statute 624 for failure to respond to a written request from the Board; failure to comply with a written request by the Board; failure to keep in force a bond or cash deposit; misrepresentation of a material fact to obtain a license; and failure to establish financial responsibility. The licensee was fined $1,750 and ordered to pay investigative costs. The licenses were surrendered.
Hendrix Concrete, Inc., license number 22590 (Concrete Contracting), based out of Fallon, NV, was found in violation of Nevada Revised Statute 624 for failure to pay any money due for any materials or services rendered; failure to respond to a written request from the Board; and failure to establish financial responsibility. The licensee was fined $1,750 and ordered to pay investigative costs. The license was revoked.
Hart Stone Marble & Granite, Inc., license numbers 48934 and 54039 (Tiling and Install Terrazzo & Marble), based out of Reno, NV, was found in violation of Nevada Revised Statute 624 for misrepresentation of a material fact; failure to respond to a written request from the Board; failure to keep in force a bond or cash deposit; for the partnership, corporation, firm or association participating in a prohibited act; and failure to establish financial responsibility. The licensee was fined $1,250 and ordered to pay investigative costs. The licenses were revoked.
Silver City Construction, LLC., dba Silver City Builders, license number 67273 (Residential & Small Commercial), based out of Las Vegas, NV; was found in violation of Nevada Revised Statute 624 for substandard workmanship; failure to take appropriate corrective action; failure to establish financial responsibility; and for the partnership, corporation, firm or association participating in a prohibited act. The causes of action were dismissed. Licensee agreed to pay $12,500 in restitution costs within 45 days of the hearing. Failure to comply will result in suspension of license number 74519.
Louis Phillip De Sangro, dba L.T.D. Builders, license number 33260 (Carpentry); L.T.D. Builders, Inc., license number 53140 (Residential & Small Commercial), based out of Henderson, NV, were found in violation of Nevada Revised Statute 624 for substandard workmanship; failure to take appropriate corrective action; failure to include the Residential Recovery Fund information on a contract or proposal; acting in the capacity of a contractor beyond the scope of the license; and for the partnership, corporation, firm or association participating in a prohibited act. Licensee was fined $3,000 and ordered to pay $1,850 in restitution costs and additional investigative costs. License 33260 was suspended for six months. If fines, costs, and restitution are not paid within 60 days of the hearing, the license will be revoked.
R & D Kowalski Corporation, dba Poolworks Repair Services, license number 45566 (Maintenance Repair of Pools & Spas), based out of Las Vegas, NV, was found in violation of Nevada Revised Statute 624 for substandard workmanship; failure to take appropriate corrective action; failure to respond to a written request from the Board; and failure to establish financial responsibility. Licensee was ordered to provide a current financial statement with bank verification forms for all cash accounts that support the license limit within 30 days of the hearing; if not provided within 90 days of the hearing, the license will be revoked.
L.A. Carpet, Inc., license numbers 56947, 56945 and 40869 (Tiling, Install Terrazzo & Marble and Finishing Floors), based out of Las Vegas, NV, was found in violation of Nevada Revised Statute 624 for failure to establish financial responsibility; and for the partnership, corporation, firm or association participating in a prohibited act. Licensee fined $500 and ordered to pay investigative costs. Licensee was also ordered to make full restitution to all damaged parties, reimburse the Board for any monies paid out of the Residential Recovery Fund, as well as pay all fines and investigative costs prior to consideration of future licensure. The license was revoked.
Bruce Darryl Huddler, dba Pro Turf N Curb, license number 51508 (Landscape Contracting), based out of Las Vegas, NV, was found in violation of Nevada Revised Statute 624 for failure to comply with the terms of a construction contract, thereby causing material injury to another; obtaining money under false pretenses; failure to include the Residential Recovery Fund information on a contract or proposal; failure to respond to a written request from the Board; failure to notify the Board of a change in personnel or address within 30 days of the change; and failure to establish financial responsibility. Licensee was fined a total of $2,600 and ordered to pay investigative costs. Licensee was ordered to make full restitution to all damaged parties, reimburse the Board for any monies paid out of the Residential Recovery Fund, as well as pay all fines and investigative costs prior to consideration of future licensure. The license was revoked.
McGinnis Stucco Of Nevada, Inc., license number 60425 (Lathing & Plastering), based out of St. George, UT, was found in violation of Nevada Revised Statute 624 for substandard workmanship; failure to take appropriate corrective action; failure to include the Residential Recovery Fund information on a contract or proposal; failure to respond to a written request from the Board; failure to include the monetary license limit on a license number on a contract or proposal; misrepresentation of a material fact; and failure to establish financial responsibility. Licensee was fined $2,700 and ordered to pay investigative costs. Licensee was ordered to make full restitution to all damaged parties, reimburse the Board for any monies paid out of the Residential Recovery Fund, as well as pay all fines and investigative costs prior to consideration of future licensure. The license was revoked.

Licensee was fined $1,250 and ordered to pay investigative costs. Licensee was ordered to make full restitution to all damaged parties, reimburse the Board for any monies paid out of the Residential Recovery Fund, as well as pay all fines and investigative costs prior to consideration of future licensure. The license was revoked.
